Costumes and cosplay

I was wondering, does anyone hear make their own cosplay costumes?
I've always wanted to be able to make my own, but I don't know how and I lack the money to buy the materials with. XP
It's annoying too, because every time an Anime Con comes around, I really want to dress up, but I just can't afford to buy one of the really well-done cosplay outfits, and the Halloween costumes are always so cheesy. =P

Any opinions? Advice?
